These awards were presented to Black Hills Ordnance Depot civilian personnel and enlisted men who participated in the rescue mission following the igloo explosion on March 31, 1950.

Exceptional Civilian Service Awards. This is the highest civilian award authorized by the Department of the Army. It was given to those who volunteered for rescue duty and exhibited great courage in the face of extreme danger to their personal safety.
